His expertise spans asset development, commercial strategy, EPC/EPCM contracting, and risk frameworks that protect capital while enabling growth.

Dr. Hoe Wai Cheong is a seasoned global executive with nearly four decades of experience across energy, chemicals, pharmaceuticals, and infrastructure sectors. Dr. Cheong blends strategic foresight with operational precision. As former President for Asia Pacific & India at Black & Veatch, he steered US$500M in annual business, delivered gigawatts of power and renewables, and helped shape the firm’s global decarbonization agenda.
With a global career, his earlier leadership roles with Aker Kvaerner, GlaxoWellcome, and ExxonMobil saw him drive major capital projects across Asia’s industrial landscape. Known for integrity, cross‑cultural fluency, and a knack for turning complexity into progress, he remains a respected voice in sustainable asset development and regional growth.
Outside the boardroom, Dr. Cheong is the dining companion everyone wants—an adventurous gastronome who always knows what to order. He’s also a devoted golfer and angler, forever analyzing swing mechanics and lure action. His happiest moments, though, are with his grandson in Australia, whose boundless curiosity keeps him young.
He holds a PhD and BSc in Chemical Engineering from the University of Aston (UK), is a Fellow of IChemE, a Chartered Engineer, and is fluent in five languages.

Perry Babb is a seasoned entrepreneur and energy strategist with over 45 years of experience in organizational development across business services, construction, energy, marketing, and nonprofit sectors. He has founded and led multiple successful ventures, including three community-based nonprofits and a humanitarian aid organization with strategic outreach in over a dozen countries.
As President and Co-Founder of KeyState Energy, Mr. Babb is a recognized voice in the emerging clean energy economy. His work centers on the development of large-scale energy and chemical complexes that reform natural gas into hydrogen and derivative products, while capturing and recycling or geologically storing CO₂. His leadership has helped position KeyState as a model for integrated decarbonization and regional economic revitalization.
Mr. Babb’s career is distinguished not only by commercial success but by deep community engagement. His decades of experience in strategic communications and stakeholder alignment have earned him broad support from government officials, educators, labor organizations, and civic leaders. His ability to build trust and coalitions is a hallmark of his leadership style.
He holds a BA in Sociology from James Madison University and is a published author in seven languages. Perry and his wife and lifelong business partner, Jacqueline, have five children and nine grandchildren. They reside primarily on Hatteras Island, where they enjoy coastal life with their genius dog, Bentley.
